Frontex contributes to improving the professionalism of Member States’ border guards, thereby enabling the Integrated Border Management system to function better. This is dome, inter alia, by planning joint and comprehensive EU border guard training systems. Another goal is to promote further harmonization of the implementation of common provisions. Training is also an option by which operational cooperation with third countries might be taken forward.  The Common Core Curriculum forms the basis of this system. It will be applied and developed further on the basis of identified operational needs. Compiling best practices is a part of this entity. Frontex will further integrate the network of national border guard training facilities and establish a partnership-academy system certified on specific tasks. Frontex offers training activities in particular to Member States’ instructors. Frontex actively cooperates with the European Police Academy (CEPOL). In this regard, the focus is on the most cost-effective use of all training resources available to border guards and police of the Member States.
 
History
 
Harmonization of border guard training on the EU level had been the task of the Ad hoc Centre for Border Guard Training (ACT, ARGO financed October 2003 – December 2005). This former centre (as one of the former ad hoc centres) was responsible for creating common curricula, defining common standards and best practises – based on the Common Core Curriculum; carrying out seminars, conferences and trainings and for educational research. Frontex carried out jointly activities together with this centre until 31 December 2005 when the transition of activities took place and were fully taken over by Frontex.
