The Deputy Executive Director assists the Executive Director. If the Executive Director is absent or indisposed, the Deputy Executive Director takes his/her place. The Deputy Executive Director acts as a chief of Frontex staff and, without prejudice to the relevant provisions of the Frontex Regulation, is accountable to the Executive Director.
The Deputy Executive Director is appointed by the Management Board. The Management Board takes its decision by a two-thirds majority of all members with a right to vote.
Power to dismiss the Deputy Executive Director is with the Management Board, according to the same procedure.
The term of the offices of the Deputy Executive Director is five years. It may be extended by the Management Board once for another period of up to five years.
Functions and powers

supervise the elaboration of Frontex annual Programme of Work and related Budget proposals in line with Frontex strategy as expressed in Frontex’ multiannual Business Plan;

adopt Frontex’ programme and project management standards;

perform day-to-day management of Frontex, including the decision-making in and the supervision of the procedures as described in Chapter VI of the RoP;

agree on and set objectives to be achieved by the Directors of Divisions on an annual basis and to evaluate their individual performance against those objectives;

adopt divisional work programs and related budget appropriations based on proposals from the Directors of Divisions;

direct the implementation of internal instructions and guidelines that ensure the functioning of Frontex in accordance with its objectives and mission;

ensure the implementation of Frontex annual Programme of Work to remain within the boundaries set, this by safeguarding a balance between objectives achievement and resource utilization;

supervise the elaboration of Frontex General Report;

assist the ED in the fulfilment of his responsibilities as delegated by the ED;

represent Frontex in the media;

manage the staff of the Executive Support, including setting operational objectives for the staff members on an annual basis and to evaluate their individual performance against those agreed objectives;

decide on requests for public access to Frontex documents.
At its meeting on 16 December 2005 the Management Board appointed Mr. Gil Arias Frontex Deputy Executive Director.
