Administration

The general mission of the Administration Division is to give all necessary support and assistance to operational units and other units of the Agency to allow them the smoothest and uninterrupted functioning. The Administration Division comprises three Units. Each Unit operates within its own specific field of expertise, has its own set of tasks and, without prejudice to Article 21, reports directly to the Administration Division Director. The three Units are:

  • Finance and Procurement;
  • Administrative Services;
  • Legal Affairs


Human Resources (HR)

  • Development of the Frontex HR strategy, the programme of work, annual report;
  • Development and management of HR's part of the Annual Budget including Establishment Plan;
  • Advising the managers of Frontex in the field of human resources management;
  • Preparing, running and evaluating recruitment campaigns for vacancies in Frontex;
  • Administration of salaries and individual rights of Frontex staff and seconded national experts;
  • Analyzing training needs of Frontex staff and organizing trainings and professional development activities including evaluation phase;
  • Administration of staff appraisal system including the development of assessment tools used in the personnel performance assessment;
  • Development and implementation of rules to Staff Regulations and monitoring the functioning of these rules. 

Information and Communication Technology (ICT)

  • Creation and development of an ICT infrastructure and services in view of meeting Frontex ' needs in the field of ICT;
  • Ensure the operation of the existing ICT infrastructure and services, including monitoring and administration of ICT systems;
  • Safeguard the security of Frontex ICT systems in cooperation with the security officer and Frontex Services in the “Virtual Security Office”. 
Agency Services and Security:
  • Day-to-day management of Frontex premises, including technical maintenance (in co-operation with the lesser) of the offices;
  • Co-ordination of acquisition of equipment and other supplies that are necessary for everyday operation of Frontex;
  • Keeping inventory of Frontex movable property;
  • Handling of incoming and outgoing correspondence, management of the Document Management System;
  • Providing support and assistance to new Frontex staff within the Agency and with their establishment in Poland, as well as providing support to Seconded National Experts in settling in Poland;
  • Support for the Organization of Management Board sessions;
  • Assistance to Frontex operational units if needed in organization of their activities, especially in view of organisation of conferences;
  • Identifying all measures necessary to provide a safe and secure environment for Frontex staff and visitors;
  • Ensuring the security of staff, property and documents of the organisation, including protection of Frontex premises and staff against espionage, sabotage and terrorism;
  • Providing, as required, prompt advice and guidance to staff members on issues related to the security; 
  • Maintaining contact with local authorities, especially with the Border Guard, Police, Ministry of Interior, Ministry of Foreign Affairs etc. whenever assistance of any of these authorities is needed for implementation of Frontex objectives.

Legal Affairs

  • Legal Affairs Unit is headed by the Chief Legal Advisor of Frontex. The Unit is located for administrative purposes in the Administrative Division. As regards the substance and the contents of the work of the Unit, it is directly reporting and subordinated to the Senior Management.
